Ask for the missing records

About these requests

A contract or allocation is a starting point. These selected cases spell out what we already hold and which records can explain payment, accounts and delivery.

3project cases1institution accountPrepared:

Request drafts are ready. They have not been submitted.

This is a reviewed collection plan, not a live payment feed. The case cards below show the evidence and its limits. A missing record means we do not yet know—not that no money was spent.

Thakurgaon PBS electric-line maintenance

Electric-line maintenance concerns service reliability and safety. The public award names PBS headquarters; the affected neighbourhoods and any household benefit still need confirmation.

Scope
One contract: tender 1302080; package W.25-26.026.24; work order reference Maintenance Work (100-41), 18 June 2026. Source-declared location: Thakurgaon PBS HQ.
Period
Records for this package from its initial approval through 6 October 2026; show fiscal years separately, including FY2025–26 and FY2026–27 where applicable.
Documents, responsible office and request draft

What the held records tell us

  • An exact award value of BDT 836,000 and a contract-signing date of 21 July 2026 are held. The source lists Own Fund; the award is not a payment.
  • The proposed completion date was 1 October 2026. No actual completion is verified.

What we need to obtain

  • Approved work scope, estimate, funding approval and allocation/release orders, with funding source and dates.
  • Award notice, signed contract, priced bill of quantities, approved variations and time extensions; identify the current authorised value.
  • Relevant measurement-book extracts and certified running/final bills with bill numbers, dates and measured quantities.
  • Payment register/vouchers and executed-payment confirmation: date, public recipient name, reference, gross bill, net paid, tax/VAT, retention, advance recovery and any reversals, separately. A bill approval or payment instruction alone is insufficient.
  • Recorded unpaid certified bills, outstanding advances/retention and the final account, if prepared; distinguish an incomplete register from an explicit nil return.
  • Site location/chainage, inspection and test reports, dated completion/acceptance/handover certificates and recorded defect corrections, if issued. If work is unfinished, provide the latest dated status record.

Still unknown

  • Actual payments, final authorised value, affected service area and accepted completion remain unknown.

Where to ask

Thakurgaon Palli Bidyut Samity: designated information officer; engineering and accounts sections hold the underlying files.

The official information-officer page, updated 28 July 2026, identifies AGM (Member Services) but leaves the name blank. Confirm the current designated officer through the office before submitting.

Bhanor–Haldibari road: check the final account

For people using this Baliadangi road, useful questions are what length and standard were accepted, what was paid and whether the road remains usable. Current condition needs fresh observations.

Scope
Bhanor UP office–Haldibari Shidorkalonda hat via Kalir road, chainage 0–1500 m; road 194083020; tender 179898; package RDRIIP-2/W-UNR-002; LGED project portal ID 798.
Period
This historical contract from initial approval in FY2017–18 through financial closure; request its latest recorded closure/status as of 6 October 2026. Keep transaction years separate.
Documents, responsible office and request draft

What the held records tell us

  • A procurement plan and award identify the same package; the held award records signing on 27 May 2018. The plan-to-award relationship was originally a package-text candidate, not a verified financial join.
  • The public LGED table reports 100% physical progress and “Final Bill”, with a progress-update date of 26 July 2026. This shared table date is not an inspection date. A completion-date field says 16 October 2018 without identifying whether it is planned or actual.
  • The newly held all-district view labels BDT 10,678,000 as estimate and BDT 10,144,000 as contract, within displayed precision of the exact award BDT 10,144,104.551. The older district table labels the estimate-sized amount as contract. The earlier BDT 533,895.449 comparison does not establish a contract increase or excess payment; neither figure is a verified payment.
  • Public work-experience detail RDRIIP-2/W-UNR-002/e-GP/20240902/179898/00170931 is now held: completed; 100% physical progress dated 16 October 2018; 99.88% financial progress dated 22 October 2018. The issue date is unknown. LGED separately reports BDT 10,132,000 financial progress as of 30 June 2026 with 0% in its percentage field. These source claims do not verify payment execution.

  • Final amount paid, final account, accepted quantities and current road condition are not established by the held award or certificate claim.

Where to ask

Designated Information Officer, Office of the Executive Engineer, LGED, Thakurgaon; relevant project office and Baliadangi Upazila Engineer for supporting files.

The official LGED Thakurgaon information-officer page lists an Assistant Engineer as designated officer and the Dinajpur regional office as appeal authority. Confirm the current assignment when submitting.

Thakurgaon–Ruhia road: what followed the tender?

If you travel on the named sections of the Thakurgaon–Ruhia road, the work scope and schedule could affect your journeys. The tender alone does not prove a contractor was appointed or construction began.

Scope
Tender 1319272; package 02/e-GP/OTM/PMP-Major Roads/EE/TRD/2026-2027; rigid pavement at portions of km 5, 6, 16 and 17 of Z-5059; APP 230047.
Period
FY2026–27 package records from initial approval through 6 October 2026; publication 23 August 2026 and held closing date 17 September 2026.
Documents, responsible office and request draft

What the held records tell us

  • A government-funded tender describes specified road sections. No project budget or award value is established by that notice; document fees/security are not the project budget.
  • The work description names Thakurgaon–Ruhia, while the procuring-entity district field says Dinajpur. Both are retained for clarification.

  • Whether the tender was awarded, cancelled or amended, whether work started, any amount paid and precise work boundaries remain unverified.

Where to ask

Designated Information Officer, Thakurgaon Road Division, Roads and Highways Department; engineering, procurement and accounts sections.

The official Thakurgaon RHD page lists designated information-officer entries, including a Sub-Assistant Engineer at the division. Confirm the officer for the division before submitting; the tender prints Dinajpur in its procuring-entity district field.

Pirganj council: reconcile one financial year

The council account shows resources for local services and development. A reconciled year can explain receipts, spending and closing cash without treating every government office in Pirganj as the same account.

Scope
Pirganj Upazila Parishad FY2024–25 own revenue and development accounts underlying Forms A and B. Municipality, union councils and other departments are separate; transferred-department Form C is not treated as complete.
Period
1 July 2024–30 June 2025, with opening balances and the 30 June 2025 closing reconciliation; annual statement dated 17 September 2025.
Documents, responsible office and request draft

What the held records tell us

  • Selected Form B figures are source-reported annual amounts, not verified payment transactions. Form A does not reconcile and remains quarantined.
  • Form A prints income BDT 14,650,828, expenditure BDT 11,755,700 and surplus BDT 800,000; the subtraction is BDT 2,895,128. This is a document inconsistency requiring explanation, not an established cash shortage.
  • The 30 June 2025 ADP implementation report is now held. Page 5 reports receipts BDT 10,356,000 and expenditure BDT 10,348,163, with audit not completed as of that report. The receipt repeats the Form B ADP figure; it is not additional money. The narrower ADP scope does not reconcile the broader Form A/B accounts, and its BDT 7,837 arithmetic difference is not verified closing cash.

What we need to obtain

  • Approved and revised council budgets for FY2024–25, with account/fund names, scope, units and the separate ledgers underlying Forms A and B.
  • Complete opening-to-closing cashbooks and receipt/payment registers for the defined year and each account, with a record/page index and any omitted periods identified.
  • Allocation/release orders and actual receipts, inter-account transfers and refunds with matching references; identify both sides of the BDT 800,000 transfer reported in Form B.
  • Certified bills and executed payments, separating gross bill, net recipient payment, tax/VAT, retention, advance adjustment and reversals, plus unpaid bills/advances/retention at year end.
  • Signed opening and closing balance records and bank/treasury reconciliations at 30 June 2025; outstanding cheques/transfers and timing adjustments separately. Mask bank account numbers.
  • Existing explanatory schedules, correction orders, approval minutes and any audit report/reply addressing the Form A arithmetic and Form B transfer; identify the account period covered and whether the supplied register is complete.

Still unknown

  • Reconciled closing cash, transaction-level payments and the cause of the printed inconsistency remain unknown. This case cannot establish all public expenditure in Pirganj.

Where to ask

Designated Information Officer for Pirganj Upazila Parishad, through the Upazila Nirbahi Officer office; council accounts section and relevant accounts office for retained supporting records.

The official council navigation links an information-officer page last content-updated 5 December 2022. It contains an attachment; the current designated officer is not confirmed. Confirm routing with the council office before submission.

What happens after the draft?

  1. Check and submit

Confirm the right information officer and requested period. Add the applicant’s details, then submit through the official process. Downloading a draft does not send it.

  2. Keep the reply and original records

Record the submission reference, reply and the scope of the documents received. Ask which office holds any missing record.

  3. Check before publishing

Review document authenticity, dates, scope and money stages; redact private details. Publish what the evidence supports and keep unresolved questions visible.

These four cases are a starting scope, not a complete account of Thakurgaon. Reported progress, accepted work and executed payment are different evidence stages. None alone establishes corruption or its absence.
