Differences & limits
8 points to check
These are questions to check. Missing records, money differences and reported completion do not establish corruption.
- Plan dates are intentions. Package and lot estimates may overlap; they are not added together.
- Procurement-plan lot quantity and estimate, not measured work, a priced bill, delivered quantity or executed payment. Package and lot estimates may overlap and must not be added.
- The earlier district-table cell labelled contract equals the all-view estimated cost. These different-date reports have a source-label/basis conflict; the earlier difference is not evidence of a cost increase, payment or loss.
- Financial progress is source-reported, not executed payment evidence.
- Financial percentage is printed as 0; preserve it separately from the amount.
- Contract date 01/01/1900 is a source sentinel, not an established date.
- The same source prints zero financial percentage alongside a positive financial-progress amount. Their relationship is unresolved.
- The LGED completion-date column does not distinguish planned, revised and actual completion. Its 1900 contract-date placeholder is excluded.
