Hall union budget approval and audit process

Hall rules require a budget within 30 days of installation and a draft at least three clear days before the meeting. Members can propose changes; the President approves and specially sanctions extraordinary expenditure even if budgeted. Rule 26 sets the hall audit committee, distinct from the central union committee.
